Diversity Index Report by Prof. Kundu in the Light of Sachar Committee Recommendations: An Analysis

The Post-Sachar Evaluation Committee, also referred to as the Prof. Amitabh Kundu Committee, was tasked with assessing the implementation of the Sachar Committee’s recommendations and the Prime Minister’s Fifteen-Point Programme for minority welfare. The committee submitted its final report to the Ministry of Minority Affairs (MoMA) on October 9, 2014. Kundu report focuses on addressing the exclusion faced by marginalized groups in India, particularly minorities, women, and economically weaker sections. It proposes a tool to measure and encourage diversity across key areas like education, employment, healthcare, housing, and access to government schemes. Unlike traditional reservation systems, the Diversity Index offers a flexible, incentive-driven approach to promote inclusivity and ensure fair opportunities. While the idea is promising, challenges such as collecting reliable data, avoiding tokenism, and addressing overlapping identities must be carefully handled. This report provides an overview of the Diversity Index, its implementation, and its potential to create a more equitable society.
