Trajectory of Public Governance Paradigms &Perspective for Developing Nation: A critical Review

Abstract
Public governance has emerged as a central paradigm in public administration, reflecting a shift from hierarchical government to collaborative networks involving state institutions, private organizations, and civil society. Unlike traditional public administration, which emphasizes bureaucratic authority, and New Public Management, which focuses on market-oriented reforms, public governance promotes participation, transparency, accountability, and shared decision-making. This paper critically reviews the evolution of public governance, examines its theoretical foundations, identifies its key principles, and discusses the major challenges confronting governance systems in developed and developing countries. Drawing upon seminal literature published before 2019, the study synthesizes the contributions of governance scholars and international institutions to explain how governance has transformed public sector management. The paper argues that effective public governance requires institutional capacity, stakeholder participation, ethical leadership, transparency, and collaborative policymaking. While governance has enhanced citizen engagement and improved service delivery in many contexts, challenges such as corruption, weak institutions, political instability, digital inequality, and coordination failures continue to hinder governance outcomes. The study concludes that strengthening democratic institutions, promoting accountability mechanisms, and encouraging collaborative governance are essential for sustainable public administration in the twenty-first century.
