| Artificial Intelligence (AI) has emerged as one of the most transformative technologies influencing governance and public administration. The integration of AI into administrative processes has enabled governments to improve decision-making, optimize service delivery, enhance operational efficiency, and strengthen citizen engagement. Public organizations across the world are increasingly adopting intelligent systems for tasks such as data analysis, policy formulation, fraud detection, public safety, tax administration, healthcare management, and urban governance. Despite these advancements, AI adoption also presents significant administrative, ethical, legal, and organizational challenges. Concerns regarding transparency, accountability, privacy, algorithmic bias, cybersecurity, workforce displacement, and democratic legitimacy continue to influence the pace and scope of AI implementation in government institutions. This paper critically examines the role of Artificial Intelligence in public administration by reviewing the evolution of AI, its conceptual foundations, and its application within government systems. The study explores the opportunities AI offers for administrative modernization while also highlighting the institutional and governance challenges associated with its deployment. Drawing upon scholarly literature published up to 2018, the paper develops a conceptual understanding of AI-enabled governance and discusses international experiences from selected countries. The study further evaluates the implications of AI adoption for developing countries, particularly India, where digital governance initiatives have accelerated administrative reforms. The paper concludes that while AI has the potential to significantly improve public administration, its successful implementation depends upon robust legal frameworks, ethical standards, institutional capacity, transparency mechanisms, and citizen trust. | ||
